Is it possible, when editing a water material to make it more like low gravity?

Water in stock D3 is just a texture, not actual water attributes are available. 

So you can't make that specific part low grav in the game, but you most likely could change the gravity via a trigger.

Actually material token "water" sets brush to have water physics inside. It's a stock Doom 3 behavior. However, it's buggy and physics apply only to player.
