The problem is with the omission of S3TC support in the Mesa OPENGL32.DLL.

I think mesa has optional s3tc support if you recompile it with some flags.

 and there's also https://github.com/divVerent/s2tc (often called libtxc-dxtn-s2tc or similar on Linux) which provides something like S3TC support without violating the patents

Indeed.    The S2TC option may well be the solution to running Doom / RBDoom 3 BFG with OpenGL32.dll (if I can ever get off my hairy butt and get compiling).
